hiera jails are not picked up #162

Hi,

We're using
class { 'fail2ban': }

and configure with hiera:

fail2ban::package_ensure: 'latest'
fail2ban::jails:
  - ssh
  - ssh-ddos
  - apache-auth
  - apache-overflows

on ubuntu 18.04. but no jails are being installed?
Did we miss anything?
