Don't require EPEL. Allow installation from any available repo/package in package manager #789

Don't require installing from EPEL. If I can run yum install collectd from a box and pull the package from an internal mirror/repo, this should be allowed.

@vidkun There's a manage_repo parameter that I think already solves this problem.

Shame it's not documented in the README...
