provider fails to note existing resource during pre-apply plan #192

If there is an existing resource, the provider fails to accommodate its plan and fails with a 40x error.

The expected behavior is that the provider identifies the resource and determines whether to destroy and create, update, or ignore.

This behavior has been seen recently with AWS VPC sites, Azure sites, and Service Discoveries.
