cf-mgmt does not error when a user has two space configs for the same space in an org

To Reproduce
Steps to reproduce the behavior:

1. Go to your cf-mgmt config, go into an org
2. duplicate a space directory
3. change some aspects about one space config
4. run pipeline
5. cf-mgmt applies both space configs leading to weird issues

Expected behavior
cf-mgmt should error out and tell you that you have two space configs that relate to the same space
