Show error status when a resource fails for some reason

Bug Report

Expected behavior

The API should return a meaningful status indicating the true state the resource is in. Currently if a resource fails the status remain in "INITIALIZED" state rather than error.

Current behavior

Steps to reproduce

Impact

• Low - Annoyance, but does not impact business or functionality
• Medium - Issue can be worked around, but is causing pain
• High - Blocker
