Dockerize development setup

I'm coming back to poke around at Jornet after a year and realizing that I have no idea how to develop or test it anymore.

I'd prefer not to install postgres on my system if possible.

It would be very cool If I could docker-compose up a working environment. I attempted this last year, but the necessary docker learning wasn't productive during a jam.
