Add IAO_0000114 "curation status" and its vocabulary -- seven named individuals. These are used to annotate terms

A curation status specification is one of:

002 example to be removed
120 metadata complete
121 not to be included in a release
122 ready for release
123 metadata incomplete
124 uncurated
125 pending final vetting
