Silo support for PeriodicDomList and PeriodicBndList

Describe the bug

Folks running in with periodic boundary conditions on all external surfaces of their problem and are providing domain boundaries that label the external surfaces a fully internal.

B/c of this the can't draw anything (ghost zone filter strips away the outside)

To help mitigate this the added extra info (a few silo arrays) that encode the outside of the problem.
We should see how we can use this info.
