How To Disable TOC from Automatically Resizing #409

How do I disable the TOC pane from automatically resizing whenever I navigate back to the pane? I want to resize the pane permanently but anytime i jump back to the pane, it resizes as shown in this video. Is there any way to disable this behavior? Thanks!
