Here clicking on Terms of Use or CalTopo does nothing.
(I was going to tell them that near 37.62 N 104.37 W
there is a wrongly pasted quadrangle. OK, I told them.)

Unfortunately none of the text overlays added by Viking on top of the maps have any hyperlink capability.

Viking uses some low level method to write this text on to the screen.

I have previously looked into this (a number of years ago), e.g. changing it into a higher level method such as using a GTK label or similar - which would automatically have capability to invoke http links. IIRC, I never found a way to make this widget have a transparent background and thus looked somewhat jarring.

I didn't really want to write/have the complexity of trying to do it myself manually, e.g. detecting clicks in the appropriate area - find out the link(s) - invoke the correct link.

Maybe just have a 'layer info' button somewhere near the window, that would contain all the information to satisfy each layer's legal attribution requirements or whatever, without needing to make a fancy interface.

Information about the map should be available via the Map Layer->About - which opens a dialog box with basic overview information with then a button that opens the full license with a web browser.
The very first time you use a particular map type, this About Map dialog is automatically displayed.
