Latest official release is from November 2021. Is it possible to get newer version for Windows?

Windows releases are made in sync with the formal official releases.

Thus it won't be made until whenever v1.11 is ready.

Being open source, you are of course empowered to build it yourself. Obviously, this can be quite involved - especially on Windows - so I don't realistically expect any people to do this; but with Windows Subsystem for Linux it is potentially easier than before. You'd still need to learn about cross compiling and/or potentially use the Open Build Service for Viking on Windows - https://build.opensuse.org/package/show/windows:mingw:win64/mingw64-viking
