Integrate & extend vite-plugin-cjs-interop

Description

Integrate https://github.com/cyco130/vite-plugin-cjs-interop into Vike, as well as add a mechansim to automatically applying it (by dynamically determining whether an npm package is CJS).

Also double checking vite-plugin-cjs-interop's implementation on correctness and whether integrating it may have any potential negative side effects.

Also maybe add a new config that sets both ssr.noExternal and ssr.optimizeDeps, see for example #1637 (reply in thread).
