Steps to reproduce

table表格有固定列表的时候滑动固定列上的滚动条无法滚动固定列以外的可以正常滚动

What is expected?

滑动固定列上的滚动条能正常滚动

What is actually happening?

滑动固定列上的滚动条不能正常滚动
