Turbo fails: Module not found if ts path is outside of current project

Question

We do have multipe folders that do contain different TS Projects. Each of them has a specific path defined in tsconfig like:

    "paths": {
      "@client/*": ["./src/*"],
      "@core/*": ["./../core/src/*"],

our main problem is that this compiles fine with next dev but next dev --turbo fails with Module not found errors:

./src/app/layout.tsx:3:0
Module not found: Can't resolve '@core/pages/Header'
  1 | import { PropsWithChildren } from "react";
  2 | import Footer from "@core/pages/Footer";
> 3 | import Header from '@core/pages/Header';

is this now a bug? or am I doing something wrong with turbo?

Update: as I put together a sample repo I think it is a bug: vercel/next.js#62409
