Layout Feature returning error code 500

Describe the bug
Layout feature in Dashboard is returning error : Request failed with status code 500

Vanilla info

1. Are you sure this is a core Vanilla problem and not caused by any addon you are using?
   Yes I have installed 2021.009 and it works fine. I have disabled all plugins and tried a new install same result. We have done upgrades for version 2021.021 and problem persists.
2. Did you follow our generic troubleshooting steps already?
   Yes
3. What Vanilla version are you using?
   3.3 2021.012 godaddy installatRon
4. When did the issue start?
   Since installation a week ago.

To Reproduce
Steps to reproduce the behavior:

1. Go to 'dashboard'
2. Click on 'layout'
3. Scroll down to 'anywhere'
4. See error
