how to use api of openai when i using v2ray

I am in China,i want to develop some app which will use API of openai. However,it runs out likes this:
openai.error.APIConnectionError: Error communicating with OpenAI: HTTPSConnectionPool(host=‘api.openai.com’, port=443)

my code is:
