Summary of the Bug

Currently when running the ratings application the elab_date when written to the DB is the date of the tournament

Steps to Reproduce the Behaviour

Run ratings steps
Run AGA-Ratings-Program
Ratings output displays tournament date rated on tournament date

The Expected Behaviour

Date rated should be date actually rated.
