I guess this brings up a larger question of how to handle timezones that are essentially subsets of larger timezones, but America/Boise is already included in the data so...

@shanear Just to confirm, this means setting the capital to America/Boise and adding it to the list of timezones in ID: America/Boise,America/Denver,America/Los_Angeles ?

According to the tz database, Idaho only has two timezones:

America/Los_Angeles
America/Boise
