Analyze 'inclusion' of 116s3933 and 116s4130 in the NDAA (116hr6395) #422

Provisions of the NDAA were 'based on' provisions of these bills, according to this press release, https://www.gillibrand.senate.gov/news/press/release/gillibrand-cornyn-call-on-biden-administration-to-implement-overdue-ndaa-provisions-to-bolster-domestic-semiconductor-manufacturing

Creating Helpful Incentives to Produce Semiconductors for America (CHIPS) Act (S. 3933) and the American Foundries Act (S.4130)

However, billmap does not identify the NDAA as an 'included by' bill for these. Also, while the NDAA has sections related to semiconductors, at first glance, it looks like the text is very different from the CHIPS Act.

This issue is to analyze the similarities and determine whether this 'inclusion' can be determined programatically.

Neither 'Creating Helpful Incentives to Produce Semiconductors for America' nor 'American Foundries Act' are among the Act titles in the NDAA. The section title of the only substantive section of S4130 (sec. 2) is not found in the NDAA: "Grants for construction of microelectronics manufacturing and research and development facilities, and workforce development". A text search for the text of the section correctly finds s4130, but not the NDAA:

Included in the FY21 pandemic relief omnibus bill is the Congresswoman’s H.R. 1980, the Smithsonian Women’s History Museum Act, and included in the FY21 NDAA are the Congresswoman’s Corporate Transparency Act and a provision she authored securing paid leave for the birth, fostering, or adoption of a child for FAA and TSA employees, medical professionals working in VA facilities, and DC courts and public defender employees.

The 'Corporate Transparency Act' is 116hr2513.

The NDAA is listed in the 'related' bills in the overview (due to a 'title match' found by BillMap), but is not shown in the table of related bills:

This is likely because there is a title match here, but the section match score is lower than the 30th item in the list, so it is not included. We should consider including title matches whether or not there is a section match.

Similarly, 116hr133 (the omnibus COVID relief budget bill) is found in the related bills for 116hr1980 because of a title match, but not in the 'Related' table.

Gave a score of '99' to all 'related' bills (e.g. by title match) so that the title match above shows the bill in the list:
