how to use the huggingface_config_path argument to load the cached model config and tokenzer?

I tried to copy the cached models--roberta-base directory and point the argument at this directory. But not matter which files I copy I only get either the model config or the tokenizer to load. Never both.

Example error:

OSError: Can't load tokenizer for 'huggingface-cache/models--roberta-base'. If you were trying to load it from 'https://huggingface.co/models', make sure you don't have a local directory with the same name. Otherwise, make sure 'huggingface-cache/models--roberta-base' is the correct path to a directory containing all relevant files for a RobertaTokenizer tokenizer.
