Content Validation On Release

This effort may be a follow on project. It is unclear how much intervention is desirable.

The objective of this work package is to run content validation on each of the files in the release. Or alternatively, just the files that have been changed for that release (if any).

If the revised files have critical errors, then the idea is to prevent the release from showing up in catalog next results, of any kind, not just the file revisions API.
