In my grammar, I have 3 terms of expansion possible but it always takes the last one.

Example:

"" : ["<1>", "<2>", "<3>"]

I generated 1000 strings for 900 of them it chose to go ahead with 3. This is the case without using any probabilty. Any way to fix this without using probability?
