currently you can place 2 labels of the same category and the bot will assign tags anyway, not sure whats the logic for how it does the
price calculation

Bot should instead give am error/warning about conflicting tags in case an admin fat fingers the tags

It uses the lowest/cheapest of the options. I think that the lowest/cheapest is a fine strategy but perhaps we can discuss why its a bad idea.

this logic seems fine my only concern is in situations like team need to give more priority to an issue but fat fingers it and don't remove the old tag, causing the bounty to not have updated pricing and be solved quicker

or a hunter reading two time labels and assuming that bounty can take up to that amount but the pay is only minimum

essentially it seems like a similar logic to #342
