Develop a method to calculate the next difficulty after a certain time period. You want the difficulty to change such that a certain number of hashes occur within that time period, based on the hashrate of the network. For example, bitcoin adjusts its difficulty so that it can produce 2016 blocks every two weeks.

@david-julien I think we might hold off on this for now because it isn't necessary to build for a prototype
