需手动修改/app/usr文件夹权限为www-data:www-data。

使用的镜像是：nightly-php8.0-apache

非常感谢！php7.4-apache按照以下命令成功创建数据库。
喜极而泣，前后折腾2个月，终于在您这里解决了。
作者不太重视docker啊

chown -R www-data:www-data /app/usr
