Rename name in dbt_project.yml to Tuva

Let's start referring to Tuva repo (previously named the Tuva Project) as Tuva. The repo was already renamed a few weeks ago. The broader name the Tuva Project will continue to refer to our entire open source project and community.

We need to rename name in the dbt_project.yml file of the Tuva package to Tuva. There may be other things we need to rename but I'm not sure what they are.

We'll need to update all of the package ymls in every repo as well. We may also need to work with dbt Package Hub to rename the package.
