Automate docs generate in CI/CD

thetuvaproject.com pulls from dbt docs from the Tuva Project. It's a pain to manually generate the docs and move them to the correct folders every time we do a PR into the Tuva Project. It would be better if this happened automatically w/ each PR so that we can just focus on writing good SQL and documenting it in YML files.
