...are there solutions for persistent identity in BC/IPDB? Creating a keypair in the browser is fine for a test, but ultimately I'd like my users to log in (ideally with a mobile app similar to uPort) and be able to sign transactions with their own keys.

We've explored that idea and it's feasible. The js driver supports to create key's using a seed according to bip39: https://docs.bigchaindb.com/projects/js-driver/en/latest/usage.html#ed25519keypair-seed-functionality
A couple of projects use that already. Here's a frontend component for it: https://github.com/blockchain-mobility-ecosystem/avdex/blob/master/src/components/Wallet.js
