Move transparent stats base website onto github

I think it would be good longterm to move transparentstatistics.org over to github, host it on github pages, and set up a custom domain on Github so that both the base website links and guidelines live under the same domain.

TODO:

• set up custom domain
• move website content into an organization page
• update guidelines links from http://transparentstats.github.io/guidelines to http://transparentstatistics.org/guidelines
