When merging entities, update all associations to reference the target entity.

Merge Stops

Join tables:

EIFFs
OIFs
EWIs?
OperatorServingStop
RouteServingStop

Update other entities:

ScheduleStopPair
RouteStopPattern
StopPlatform
StopEgress
StopTransfer

It will be possible to handle most cases of "stop merging" with the simpler solution happening under #1152
