Was prevented from voting

Description

Was playing in Small CTF for at least 30 minutes.

In the menu I was clicking to start a votekick on a griefer.
Someone else in my team already started a surrender vote, so my vote didn't become active.
After the surrender vote ended, I couldn't start a vote because the game told me to wait 10 minutes.

Suggestion

Allow simultaneous votes. If the game already allows that, look into why it didn't work in the above case.

At the very least, don't impose a 10 minute wait if the vote couldn't be created.
