feat: Allow notifying admin on user registration

Summary

I’d like to be notified in the web interface and/or via email whenever someone signs up on my instance as long as it’s still small so I can greet new users and welcome them.

This should be an opt-in feature so that admins of bigger instances won’t get spammed with notifications.

Furthermore I’d like to have the option between a notification in the web interface and a notification via email or both.

Notifications > Disable push to disable push notifications and all other options are self-explanitory

notification via email can be set via the email tab in your profile settings and are separate from the notifications in notifications tab

Sorry for the confusion; I was referring to my fist statement. I’m aware about the opinions you mentioned.
