It doesn't work with some quotation marks often used in text #343

I'm trying to use it with «» and “” quotation marks but it doesn't recognize them. Maybe it would be an enhancement not too hard to implement.

It works for me though.
E.g. I mapped «» to : with the following:
let g:surround_58="«\r»"
