Make a top-level config / assets directory for privately hosting your own ROM collection #125

This would be a cool feature that I got an email about. Currently you would have to add your ROM to: https://github.com/torch2424/vaporBoy/tree/master/src/assets/homebrew

And then modify: https://github.com/torch2424/vaporBoy/blob/master/src/components/controlPanel/homebrew/availableGames.js#L3

But would be cool to make it wayyyy easier, and like just a folder and a JSON file or something 😄
