PDFSam Basic 5.1.2/5.1.1 Windows 11 msi problem #549

Both Silent and Normal installation get's stuck on Windows 11. Multiple rundl32 instances takes over 100% of cpu.

Same installer works perfectly on Windows 10.

Version 5.0.3 seems to be working fine.
