Output changelogs from internal fe-packages when it's a major version bump.

When I upgrade my dependency packages and it's to a major version, it takes two+ steps to go find the change logs for that particular package.

Describe the solution you'd like

When upgrading, if it's a major version, an output is created for the user to look through the change logs without having to access internal documentation site.

Describe alternatives you've considered

Perhaps this feature would be built upon yarn upgrade instead of using this plugin.
