Is your feature request related to a problem? Please describe.

This functionality is currently supported by semantic release via the semantic release bot. Should be fairly simple to add as we're already using octokit.

Describe the solution you'd like

Scan open (?) issues/PRs and comment with a link to the github release.

Additional context

If we want to toggle this behaviour we'll need config support for the plugin system.
