Set up a failover server

There's a way to set up the server such that there's no downtime when performing administrator tasks like upgrading Mastodon, resizing an instance, etc. Currently we get maybe a few seconds to a few minutes of downtime depending on what I'm doing, but it would be nice to eliminate entirely.
