Describe the problem
After building TomoPy for python 3.8, the libtomopy-accel will fail to load at runtime. When building without OpenCV, there is no failed loading of the other libraries.

Platform Information:

  • OS: Windows
  • Python Version 3.8
  • TomoPy Version 1.9

Additional context
This problem does not appear with python 3.7 or 3.9.
