Make Keys.decode return a set of keys

Though sets of keys at first seems to be a JWKS-only concept, there is the possibility to extract the public key from a private key. Doing this requires the kind of knowledge that churchkey attempts to avoid forcing people to learn, so doing it proactively is a great feature.
