Describe the issue
The folder is created with the current opkg install state

To Reproduce
Steps to reproduce the behaviour:

  1. Run bootstrap
  2. systemctl stop opt.mount
  3. ls /opt
  4. Folder is not empty

Expected behaviour
Folder should be empty as it should only be used for mount point

Additional context
Found during #759
We probably should install toltec-bootstrap initially to /home/root/.local/share/toltec and then clean up after, instead of installing to /
