Batch operation status is not updated after cancellation

In some cases the batch operation status is not updated after all the chunks are in completed state. It was reported after cancelling. In the past I was trying to fix this different ways, but it looks like we should prevent this by adding some kind of scheduled operation cleaning these.

• Add an scheduled operation setting correct status to BatchJob entity to for batch job operations with all completed chunks
• Report error when this happen
