This is more pain than improvement idea.

How can we automate encouraging folks READMEs to start by explaining what their project is? You used to have to read to paragraph 6 of struts.apache.org to see what struts was, but now it has a lovely boilerplate paragraph. And their readme is similar ( https://github.com/apache/struts ).

An action that looks at the first paragraph of a README and complains if the repository's Name is not present?
