API: Security Vulnerability alerts users/teams #66

The web UI allows the repo admin to add people and/or teams to the list to be sent vulnerability alerts, but there is no API method to do so.

One option to address this could be to sent alerts to everyone in CODEOWNERS, although some repos may not want to use CODEOWNERS.
