Enhancements to service notifications (format/context)

Description

Service creation/deployment/deletion notifications that are sent through email do not contain context of the notification, sometimes they contain no text which is not very useful. We can leverage email templates with more useful information which provides more context to the developer and helps in taking better next steps.

Expected behavior:
Email notifications will more context, next steps etc.

Actual behavior:
Email notifications with no body, not enough context, information with no direction on what should happen next.
