Performance Metric Normalization

Some metrics might be more usefully normalized, e.g., transit ridership or VMT per capita. It would be useful to have the ability to add a transformation or normalization layer, where something other than the raw performance metric can be transmitted to the TMIP-EMAT visualization tools.

If inputs or uncertainty changes some values (e.g., population growth), the values are still comparable.
