Describe the bug, optionally with screenshots

Reinstalling an app in the browser does not work.

To Reproduce
Steps to reproduce the behavior:
(using grid/garden/landscape home page)

  1. Install an app
  2. Uninstall the app by clicking the app tile -> uninstall
  3. Reinstall the app
  4. See error: the app does not revive itself, but permanently spins on "installing"

Expected behavior
Successful reinstall

Additional context:
I noticed this while doing some development on one of my own apps. Then I reproduced it with pals.

Looks like it just needs to be revived. I suspect this bug is new since |uninstall changed in a recent update.
