During the re-write of Hegel the vendor data endpoint was lost, accidentally. It needs re-implementing in a complimentary way to cloud-init. Ideally, the vendor data endpoint should not live among the EC2 front-end endpoints.

This will be reintroduced with the v1alpha2 API.
