[BUG] <windows版本，修改配置文件保存后，需要重启exe才能应用配置> #742

我已经确认在最新Action编译的版本中复现

我已经确认之前没有issue涉及此BUG

v0.9.0

转换过程

复现步骤

windows版本v0.9.0在pref文件修改配置，修改配置文件后，直接更新订阅获取到的是程序启动时的配置，需要重启程序去更新订阅才能应用程序启动前的配置

期望结果

在v0.8.1里没有这个问题，希望大佬修复下，让配置文件修改保存后，不需要重启程序就能应用保存后实时的配置文件

实际结果

修改配置文件后，直接更新订阅获取到的是程序启动时的配置，需要重启程序去更新订阅才能应用程序启动前的配置

https://github.com/tindy2013/subconverter/blob/master/base/pref.example.toml#L83 新版本增加了该设置控制重载行为
