Bug Report

What version of TiKV are you using?

master branch [7ef3703]

What operating system and CPU are you using?

Steps to reproduce

enable in-memory-engine and run tpcc, and load all tables

What did you expect?

All regions are loaded in the memory or the memory quota is reached.

What did happened?

Not all regions are loaded and the memory quota (the memory quota is 10GB) is not reached:
